Reimbursements
Claimant-initiated expense reimbursement in GNOT. An owner funds a pool and appoints an approver with a bounded, rate-limited, revocable authority over it. Anyone may submit a request with an amount and a description; the approver either approves it — which settles the money into the claimant's credit in the same transaction — or rejects it.

A pending request is not a reservation and not a liability. Nothing moves until an approval, and an approval is atomic. Read Approvable(deskID) for what a desk can actually settle right now, and ApprovalBlocker(reqID) for why a specific request cannot be.
Terms (fixed at deploy; no admin, no setters)
- approval fee: 1% of the gross approved amount, paid from the owner's pool (hard cap 5%)
- no fee on funding, on withdrawing an unspent pool, or on claiming
- self-approval is refused: an approver cannot approve their own request
- minimum funding: 1000000ugnot per call
- minimum request: 1000ugnot
- minimum per-window approval cap: 1000ugnot
- window length: 0 (one lifetime window) or at least 100 blocks
- request expiry: 86400 blocks after submission, then anyone may ExpireRequest it
